英国议员提案:博彩店铺数量应该要封顶

英国议员提议,在一个地区的博彩店铺应该有一个数量限制,也就是封顶。不能申请了就批,否则会引起很多问题。Betfred, Ladbrokes, William Hill, 和 StanJames等几家网络博彩公司的博彩投注店比较多。 BET365现在没有拥有任何博彩店,是一家完全的网络博彩公司。

MP calls for betting shop cap

Town halls should place a cap on the number of betting shops allowed in one area, the Commons has heard.

Labour's Joan Ruddock said there had been a proliferation of betting shops in her constituency, which has led to the "squeezing out of diversity" and triggered antisocial behaviour.

Betting shops should be classed differently to other businesses when it came to planning permission, the Lewisham Deptford MP said.

Ruddock said Deptford High Street was one of the most diverse communities in London, after High Street Kensington, but was in danger of being over-run by betting shops.

She told MPs her Betting Shops Bill would "not inhibit" the industry from creating a natural spread of outlets, but it would give some hope to areas, in which extreme clusters are "totally unacceptable".

Introducing the bill to the Commons under the ten minute rule, she said: "A change is being brought about in Deptford High Street. It is unsolicited, unwelcome and out of control.

"Betting shops are proliferating, squeezing out diversity, and attracting anti-social behaviour. Again and again when a property becomes vacant, another betting shop chain bids for the premises.

"I am not opposed to betting and it is clear that many of my constituents use these facilities. But it is the number of betting shops that is the problem and the lack of any opportunity for local people to have a say on the profound changes affecting their environment."

Ruddock called on ministers to give local constituents "much-needed control over their local environments", and their local representatives the power to respond to local demand.

But Laurence Robertson (Con, Tewkesbury) said he was against further regulations being imposed on the industry.

He said betting shops were "no longer the seedy establishments which they may once have been".

Robertson said they are places were people can enjoy "innocent flutters", while the betting industry supports more than 40,000 jobs across the country.

In addition to corporation tax, he told MPs, the industry pays extra betting duty, and all that tax put together amounts to £700m in tax every year.

He added: "The argument for restricting the number of betting shops is quite often based on the so-called proliferation of problem gambling but I am afraid that problem doesn't exist, with less than 1 per cent of those having bets in the country being defined as having a problem."

Robertson said he would not force a vote, but would oppose the measures if they were to make further progress.

The bill will be read a second time on January 20 2012, but is unlikely to make further progress due to lack of parliamentary time.
